The Unified Planning Work Program (UPWP) is a biannual statement of work that identifies the planning priorities and activities to be conducted in the RGVMPO area. The UPWP includes a description of the planning work and resulting products, who will perform the work, timeframes for completion, cost estimates, and funding sources. MPOs are required to develop UPWPs to regulate the expenditure of FHWA and FTA planning funds on work programs. [23 CFR 450.308)(b)]
