Bicycle and Pedestrian Advisory Committee

The Bicycle and Pedestrian Advisory Committee (BPAC) is a subcommittee of the RGVMPO’s Technical Advisory Committee (TAC). The BPAC addresses matters concerning bicycle and pedestrian mobility and presents its recommendations to TAC. Members include appointed TAC Members, bicycle advocates. pedestrian advocates, and organizations with a stake in bicycle and pedestrian mobility.

The BPAC meets on the 1st Wednesday of the month at 11:00 AM. Due to Covid-19 and social distancing recommendations, BPAC meetings are being held virtually via Microsoft Teams. These meetings are open for public comment. Please contact Eva Garcia at for more information.



The Bicycle-Pedestrian Advisory Committee (BPAC) is an “ad hoc” (special purpose) body of the Rio Grande Valley (RGV) whose mission is to promote walking and biking across the community, including but not limited to incorporating the consideration of the needs of cyclists and pedestrians in the RGV circulation system and infrastructure through education and outreach efforts involving city officials, residents and commercial entities. The Committee evaluates and makes recommendations to the Technical Advisory Committee / Policy Board regarding general bike ability and walkability initiatives.


  • Promote a systematic method for ongoing citizen input into the development of important circulation policies, plans, and projects
  • Review and give input on relevant policy and planning documents 
  • Advocate for development of a comprehensive bicycle and pedestrian master plan and identify funding options for the implementation of the bicycle and pedestrian projects
  • Investigate how making the Rio Grande Valley a safer place for pedestrians, cyclists and wheelchair users can increase our residents' health, safety, and well-being while benefiting our local economy by increasing bicycle and pedestrian tourism
