FY2027-2036 Category 7 Call for Projects
The Rio Grande Valley Metropolitan Planning Organization (RGVMPO) is announcing a Call for Projects to program available federal funds under the Surface Transportation Block Grant (STBG) Program Funding, also known as Category 7 Metropolitan Mobility and Rehabilitation:
Local governments and transportation partners are encouraged to submit eligible projects that align with program goals and funding requirements.

Project proposals may be submitted using one of the following methods:

Category 7 Guidance:
The Surface Transportation Block Grant Program Funding, also known as Category 7 Metropolitan Mobility and Rehabilitation, supports transportation projects focused on improving mobility within the MPO area. Examples of these projects include, but are not limited to, roadway rehabilitation, interchange improvements, bus shelters, Intelligent Transportation Systems (ITS) installations Transportation Systems Management and Operations (TSMO), and roadside assistance. - Acceleration of infrastructure projects in current TIP/MTP based on project readiness
report
- Non-construction activities such as transportation studies
- Transit eligible projects
- Improvement projects such as striping
- Transportation Systems Management and Operations such as traffic signal coordination
- Program candidate projects in the August STIP Revision
- Target Date: May 2026
Eligibility Examples
- Acceleration of infrastructure projects in current TIP/MTP based on project readiness report
- Non-construction activities such as transportation studies
- Transit eligible projects
- Improvement projects such as striping
- Transportation Systems Management and Operations such as traffic signal coordination
- Projects that can reasonably let by May 2027 based on current readiness or accelerated development schedules.
- Phased development of projects toward construction (e.g., preliminary engineering, right-of-way acquisition).
- Projects consistent with the MTP/TIP and supporting long-range fiscal constraint.
- Supports roadway, bridge, safety, multimodal, freight, TSMO/ITS, and system reliability improvements on federal-aid eligible facilities.
- Aligns with regional/national priorities: Safety, Connectivity, Infrastructure Condition, Economic Development, Innovation & Technology, and System Reliability.
- All other Surface Transportation Block Grant β eligible projects under 23 USC 133 & 49 USC Ch.53.
